<h2>Captain Squeeze set to heat up Louisiana Saturday Night</h2>
<p>Tickets go on sale this week for “Louisiana Saturday Night,” a Cajun-themed night of fabulous food and dancing on February 18 in Roxbury. “Louisiana Saturday Night” is a major fund-raiser for the MARK Project, a regional economic development agency. Ticket sales begin January 19 and are available by calling 845 586-3500. Last year’s event sold out in three days.</p>
<p>Captain Squeeze and the Zydeco Moshers will return and promise to have guests kicking off their shoes and dancing up a storm. These seasoned musicians from the region include: Greg Speck, vocals and accordions; Alek Speck, frottoir; Brian Egan, vocals and drums; James Rissacher, vocals and guitar; Ryan Dunham, Cajun vocals and harmonicas; Bill Lawrence, bass.</p>
<p>“Captain Squeeze and the Zydeco Moshers will make it impossible for your feet avoid the dance floor,” said smiling bandleader Greg Speck.</p>
<p>The fourth annual event will be held at The Roxbury Arts Center and starts at 6 p.m. A mouthwatering Cajun/Creole Cooking Contest will also be part of the festive evening. Guests are invited to whip up their favorite Louisiana regional specialty for the cooking challenge. Prizes are awarded to the top three dishes, plus the best dessert. Entries are auctioned off to add a bit more competitive spice to the evening.</p>
<p>Guidelines for the contest are available by contacting MARK. Businesses and individuals can also inquire about becoming event sponsors.</p>
<p>This year, one of the coveted judge’s seat for the cooking contest will be made available through an on-line bidding process prior to the event. “The judge’s seat is a sought-after commodity and the top bidder will be richly rewarded with first tastings of an array of spectacular dishes,” promised MARK Executive Director Peg Ellsworth.</p>
<p>“‘Louisiana Saturday Night’ has quickly become a tradition for many people. It’s a great time to break out of the winter doldrums and enjoy a night of great food, socializing and dancing. We encourage people to make reservations quickly to make sure they have an opportunity to attend,” Ms. Ellsworth added.</p>
<p>Tickets are $30 per person. For bookings of tables of eight or more, tickets are $25 each. Admission includes some super jambalaya with corn bread, music, soft drinks and camaraderie to warm up a brisk February evening. Visitors may BYOB.</p>
<p>For more than 30 years, MARK has provided housing programs, economic development and technical assistance services to the Towns of Andes, Middletown and Roxbury and the Villages of Fleischmanns and Margaretville and more recently the hamlet of Pine Hill and Town of Bovina. <li>The MARK Project has assisted business owners in the filing, processing, and validating of 49 applications for CWC funds for structural repair.</li>
<li>MARK is working with 32 households on post Irene clean up, mold remediation, and rebuilding efforts.</li>
<li>Volunteer mold remediation assessors and work crews have logged in over 9600 man-hours in the past six weeks.</li>
<li> The MARK Project has helped 56 displaced individuals and families in their search for temporary and permanent housing.</li>
<li> 54 small businesses, not for profits and community orgs have been approved to receive emergency loss of business, inventory, and flood repair and replacement funds totaling over $100,000 in emergency relief.</li>
<li>Over 80 applications have been received BY MARK and 60 plus have been deemed complete and approved to receive relief funds totaling over $120,000. This is over and above FEMA and Insurance funds expended for relief and rebuilding.</li>
<li>The MARK Project opened up the Small Business Development Fund for the first round of $5,000 grants to small businesses in the Town of Middletown. This is a competitive funding round with applications due on a monthly basis. The review panel hopes to make recommendations for funding the November funding on or near the 15th of November. This will be a monthly competitive funding round until further notice</li>
<li>There are 24 homes working within The MARK project existing state funded home repair programs with 6 new projects entering with post Irene repair and rebuilding projects. Costs for these renovation and rebuilding projects total over $300,000.</li>
<li>Over $175,000 in State funding is approved for use on interior and exterior repair and improvements to 10 mixed use and commercial buildings on Main Street Fleischmanns as part of the NY Main Street Program administered by the MARK Project. Program administrators estimate that this will help leverage an additional $500,000 in private and public investment.</li>
</ul>
<h2>Processes:</h2>
<h4>INDIVIDUAL and FAMILY (nearing depletion of funds)</h4>
<p>When applying for personal or household relief applications are accepted and review by staff for completeness. Completed applications include documentation about FEMA, Insurance, use of FEMA funds and estimates for remaining needs. Once deemed complete, applications are reviewed by a panel of community members who make recommendations for assistance. Check as are made payable directly to contractors and or vendors or with proof of receipts for reimbursements.</p>
<h4>Owner Occupied Home Repair</h4>
<p>Applications and Program Guidelines are available at the MARK Office.</p>
<h4>Small Business Emergency (now closed)</h4>
<p>This was a streamlined application that helped businesses affected by the flooding to restock, rebuild and open their doors.</p>
<h4>Small Business Development Fund</h4>
<p>Applications are accepted on a monthly basis for small business assistance. This is a $5,000 grant program to assist businesses in investing in their sustainable future.</p>

<h4>Dear Middletown Small Business Owner:</h4>
<p>The MARK Project, in collaboration with a newly formed Small Business Development Fund Committee, is pleased to announce the availability of funds for post‐Irene Small Business Assistance. This is the first in a series of programs to be launched to help small businesses within the Town of Middletown rebuild and sustain. Funded through the generosity of private entities and matched by corporate giving programs, we have been able to structure a small grant program to help with the needs of our business community.</p>
<p>The program will run monthly until further notice. You can request up to $5,000 in funds for construction, inventory, loss of business due to flooding, marketing, or a combination of any or all of the aforementioned. This is not a matching program, but it is a competitive funding round. There are no guarantees your project will get funded, but if not funded, the Committee and MARK staff will work with you to improve your application for re‐submittal in the next month’s funding round.</p>
<p>When developing your application, please consider the enclosed endorsement standards. The committee understands that not all the standards will apply to each grant, but it will be important to keep these in mind as larger grant‐loan programs become available. Please do not hesitate to call MARK with questions or assistance with your application.</p>
<p>Application forms are available for downloading at markproject.org or by visiting the MARK office or calling 845 586 3500. The following requirements apply:</p>
<p>• Your business must be located within the Town of Middletown and qualify as a “small” business (a business with ten (10) or fewer full‐time employees).<br />
• If funded, you will be required to submit a certificate of good standing and proof of appropriate insurance coverage.<br />
• Not‐for‐Profit organizations are eligible to apply for funds.<br />
• Projects must be completed within 90 days of receipt of funds and contract signing.<br />
• If funded, you will be required to file a final report with proof of expenditures upon project completion.</p>

			<content:encoded><![CDATA[<p>This is grant (not loan) funds for flood relief for individuals, families, not-for-profits, community organizations and small businesses.</p>
<p>Process: Applications should be filled out by those affected with a description of what is needed and estimated costs. A Review Panel looks at each application on a case by case basis, prioritizes and makes a recommendation based on the following:</p>
<p>a. income level</p>
<p>b. level of devastation</p>
<p>c. amount received by FEMA</p>
<p>d. Health and Safety issues</p>
<p>e. Code Violations</p>
<p>The applicant will be contacted to discuss the delivery of services including a reconstruction schedule and to ensure there is not a duplication of services or payments.</p>
<p>MARK will not pay any individual or organization directly. We will pay directly to contractors, vendors, utility companies, land lords etc according to needs and whether FEMA/Flood funds were received and expended.</p>
<p>Costs estimates for construction projects are verified by our building rehab specialist and site is inspected prior to contractor payment. If a homeowner chooses to do the rebuild himself, MARK will only assist with costs of materials.</p>
<p>Clean Sweep Program: Program coordinator will schedule a site visit by the Clean Sweep team leader. The site is inspected and assessed for necessary actions needed to identify and remediate flood damage especially mold to help create the healthiest living environment possible. The assessment then goes to our building rehab specialist who prices out costs for removal, cleaning and rebuilding. The homeowner is contacted to discuss the cost estimates and FEMA funds being used for the project. If needed the flood assistance program will kick in to provide for any gap in finances.</p>
<p>MARK will assist homeowners in finding a contractor that is reliable, can provide references and possesses all necessary insurance coverage. If a homeowner prefers to do the rebuild themselves MARK will only assist with the cost of materials.</p>
<p>Small Business Development Fund: MARK will be launching a new Small Business Development Fund (SBDF) for the Town of Middletown. Small Businesses can apply for $5k grants for business improvement on a monthly basis and larger grants and low interest loans on a quarterly basis. The application and guidelines for the 5k grant program will be available by November 1 and due to the 15th and applications and guidelines for larger projects will be available on December 1. <p>Placement Assistance: The MARK Project is working with displaced families on both a short, interim and long-term basis and identify landlords and available living spaces to connect those displaced with homes</p>
<p>&#8211;In addition, MARK delivers a year round home repair program for income-eligible owner-occupied homes in the towns of Middleton, Roxbury , Andes, Bovina and the villages of Margaretville and Fleischmanns.</p>
<p>&#8211;MARK also has a NY Main Street Program active for the Village of Fleischmanns.</p>
<p>At the September meeting, The MARK Project Board of Directors authorized a maximum of 15% of relief funds to be allocated for program delivery (staffing and direct contact with recipients, contractors, and funders) and administration (program cost such as bookkeeping, audits, postage, phone, web, office supplies etc)</p>
<p>We are proud to say that in our efforts to operate as lean as possible we have, to date, completely administered this program for under 10% of funds allocated to associated program delivery and administration. This is an amazing feat considering the magnitude of the devastation and work involved in the delivery of services. Thank you for your support.</p>

<p>A woman shuffles into the MARK Project offices in Arkville with a couple handwritten sheets of paper. One of a stream of people to come in since MARK started accepting applications for flood relief, she hardly speaks, embarrassed at needing help.</p>
<p>She apologizes that her forms are taped and not clipped or stapled together, and MARK’s representative rushes to tell her they’re just glad to have the application. They want everyone to know it is okay to ask for help.</p>
<p>Later, Peg Ellsworth, MARK’s director, brushes at her eyes to dab away tears as she talks about the applications the non-profit has received.</p>
<p>“Everyone has been humble and often aren’t asking for much,” she explains. “You can tell a lot by the tone of an application and if we need to encourage them to ask for more.”</p>
<p>This is the second time she’s welled up. The first was describing a sign in Prattsville “Rebuilding Prattsville one neighbor at a time,” which is what she’s working for here. So far in their efforts, the organization has raised $210,000 for helping families and individuals.</p>
<p>The money has come from a diverse group. There’s been everything from a Brooklyn pub doing an afternoon of food and beer pairings by local brewers (local being in their basements) raising $2,400 to fund raisers by Arkville Bread &amp; Breakfast, the Public Lounge and Joe Moskowitz – even a woman who rode the flood route, Ellsworth explains, “and sold spaces on her shorts and bike and jersey.”</p>
<h3>Generous folks</h3>
<p>One second homeowner had a houseguest – not someone even currently visiting her but a past guest who gave $25,000 one week and then another $30,000 the next, while the Paypal contributions keep coming in.</p>
<p>“Social networking,” she says, “really worked to get the word out and spider it out on so many levels.” The flood also galvanized second homeowners who volunteered and raised money. For many of them their sense of community is here, upstate in the Catskills, more so than where they live most of the time.</p>
<p>MARK staff and directors will have their first meeting to deliberate on applications this week. “The requests,” Ellsworth says, “have been everything from, ‘Oh my god I don’t know what I going to do,’ to ‘I need a little bit more for food.’ Some applications are two pages of narrative. We’re finding as well as needing assistance people just need to tell their stories. It’s part of the healing process.”</p>
<p>Each month MARK is reviewing applications and giving out money based on need. They’ll continue to do so on a rolling basis until the funds are exhausted. Every request will be read by Kent Brown and Peg Ellsworth at MARK, as well as representatives of each impacted community. There’s Jeanine Pascarella from Fleischmanns, Jessica Olenych of Arkville and Candace Rudd, who sits on the MARK board as well as working at MTC and lives in Roxbury, reviewing applications.</p>
<p>Jessica describes the process as daunting.</p>
<p>“Looking through them reminds me of the heartbreak, pain and loss so are going through,” she says. “Even six weeks later, as things start to return to ‘normal’ people are in transition. Their homes are badly damaged and they’re torn between staying or going. People are proud and it’s not always easy to ask for help, but there is help out there and I’m not sure people know or that they are able to ask for what they actually need.”</p>
<p>Ellsworth says that one part of the process has been checking to see if people have applied for FEMA relief, which can be intimidating. “If they haven’t, we help them through the process and do it right here online for them and do the follow-up and keep in touch with them.”</p>
<p>MARK wants to hear from everyone from those who’ve lost food in their freezers to community organizations and non-profits. They’ve had virtually no support. They don’t qualify for FEMA relief and the CWC funds are focused on helping businesses with infrastructure. All there is available for groups like non-profits are Small Business Administration loans. “We want them to know,” she says, “they’re not being left high and dry – excuse the pun.” Groups like the Open Eye Theater may need help as might the Fleischmanns Community Church whose parsonage can serve as housing for a displaced family if they replace the furnace.</p>
<p>The money MARK has raised isn’t limited to simply the $210,000 Flood Relief and Emergency Assistance Fund. There’s been an additional $200,000 dollars raised by a group of second homeowners designed for long-term help for Middletown businesses. While Ellsworth is reticent to discuss the fund before it publicly launches, she is seeing hope.</p>
<p>“With all the tragedy,” she explains, “we have a unique opportunity to use the positive energy and seize this moment for the greater good.”</p>

We are NOT paying homeowners directly. We are paying the contractors and invoices for associated expenses directly to the vendors. Properties receiving assistance for repair will be inspected by our housing rehab inspector prior to payment. WE will continue to accept applications which will be reviewed by weekly and prioritized based on household income and level of devastation. We are also accepting applications from Not for Profits, Community Orgs, and Small Businesses for IMMEDIATE emergency needs.</p>

<p>&#8220;Already three spontaneous fundraisers organized by Arkville Bread &amp; Breakfast, Casey Joe&#8217;s and Public Restaurant have raised thousands of dollars for MARK&#8217;s Flood Relief and Emergency Assistance Fund, and organizations such as Long Year Gallery and the Artisans Guild are in process of raising additional funds. These events have been well supported while also raising awareness of the enormity of the challenge we face,&#8221; said MARK&#8217;s Executive Director Peg Ellsworth.,</p>
<p>&#8220;I&#8217;m overwhelmed by the outpouring of assistance and sweat equity,&#8221; Ellsworth added,  &#8221;Much of which extends far beyond our communities and into the canyons of Manhattan, the vintage base ball clubs of the Northeast, our friends in the North Country, New Jersey and Long Island. said Ellsworth. &#8220;We are blessed with so many unsung heroes in this flood recovery, those with us here at home and those far and away that we&#8217;ll never know.&#8221; , Ellsworth also gave a special nod to Belleayre Mountain,  whose lodge served as an emergency shelter and the Belleayre Conservatory which turned its Sept. 3 Bela Fleck concert into a flood relief fundraiser. &#8220;As Joe Kelly wisely noted, so often we are trying to save Belleayre Mountain, and these past two weeks, Belleayre Mountain has saved us. We commend them, and also the devastated Freshtown supermarket. They have promised to rebuild this core community business and are keeping all their workers &#8216;on the payroll&#8217; while they rebuild,&#8221; said Ellsworth., But What about business relief?, While the presence of FEMA and the MARK Project&#8217;s Emergency Assistance Program may give hope to families and even farms,  many business owners are uncertain what aid may be available to them,  if any. &#8220;We are in process of developing a business assistance program that will likely come in the form of a comprehensive grant and loan funding package and <span style="text-decoration: underline;">hopefully</span> an injection of state funding for emergency capital projects and stabilization&#8221; adds Ellsworth.&#8221; We are also aiming to make this Small Business Development Fund a long term support mechanism that will continue to assist and nurture local businesses long after the cellars are dry and the &#8220;open&#8221; flags are re-hung.&#8221; As MARK moves this program forward they will be reaching out to local merchants associations,  business owners and the Central Catskills Chamber to gauge the immediate needs versus short and long term goals and objectives of each business community affected in our area: Margaretville,  Arkville and Fleischmanns, &#8220;. This will likely begin with a needs assessment survey or pre-application that will be offered in both paper and on-line format. &#8220;This Business Development Fund and concurrent programs will provide the necessary relief process that we hope will serve immediate economic recovery needs,  and also be a model for future disaster relief and long-term economic sustainability for our area, &#8221; adds Ellsworth. Although the need is great and time is of the essence, it is also very important that the program be structured and ready to launch. &#8220;It would be irresponsible of MARK to put out a program before a definite process is in place.&#8221; said Ellsworth &#8220;The MARK Board and the external development committee has been working hard to ensure the program can be effectively administrated and monitored prior to launch.&#8221;</p>
<p>While communities to the north, like Prattsville and Gilboa, do not lie within MARK Project&#8217;s purview, Ellsworth says MARK can still provide information and help guide folks to resources in those towns.</p>
<p>&#8220;We encourage all businesses damaged by the flood to apply to FEMA; you may not qualify,  but that puts you in the conduit for future Small Business Association relief programs,  or USDA renewal initiatives. Start with FEMA,  so your losses and needs can be documented and that way,  you&#8217;ll be on the radar for any future investment and relief programs, &#8221; said Ellsworth.</p>

<p>Halcottsville was settled along the banks of the East Branch of the Delaware River which was originally called &#8220;Pakakunk&#8221; by the native Americans of the time. This now quiet but charming mountain hamlet, Halcottsville holds a lively past.</p>
<p>During the American revolution, the hamlet&#8217;s namesake, Englishman John Halcott defected from the English army and joined up with Washington&#8217;s patriots where he achieved the rank of Major. After the war, Halcott established a homestead along the banks of the East Branch where he and wife Letitia (Jenkins) raised a family of twelve.</p>
<p>For 125 years or so the damming and widening of the river created a reliable power source and enabled subsequent industry. Later, this dammed portion became known as Lake Wawaka. In 1871 the newly laid railroad opened more doors to commerce and recreation.</p>
<p>Today, though quieter than it was, Halcottsville is still an active community. Every March the fire department hosts the &#8220;world&#8217;s shortest Saint Patrick&#8217;s Day Parade&#8221;. The community is raising funds to restore the long unused grange building for fire department offices and a multi-use community space. The Delaware &amp; Ulster Railride stops there on it&#8217;s way to Roxbury. And, forging a new economy through the arts, several artists have taken up full and part time residence in Halcottsville.</p>

<p>New York&#8217;s Ulster and Delaware counties, battered by unemployment and flooding from Tropical Storm Irene, got good news today in the State Comptroller&#8217;s approval of an agreement for the state to purchase 1,189 acres of land in the Town of Shandaken. The purchase is part of an</p>
<p>Agreement In Principle between the state and developer Crossroads Ventures LLC for the ultimate development of their planned Belleayre Resort at Catskill Park.</p>
<p>Crossroads Managing Partner Dean Gitter said, &#8220;We want to thank the Comptroller and his staff for their thorough review and approval of this purchase. It allows a development to proceed that will generate revenues, sorely needed construction and long term jobs, and tax</p>
<p>revenues for the Catskills when completed. We believe this is the first step toward long term economic recovery for the Catskill region.&#8221;</p>
<p>The Belleayre Resort is expected to create over 750 jobs of its own and countless additional spinoff jobs in the region.</p>
<p>&#8220;From day one, our goal was to create a pioneering resort that would be green and sustainable and would kick start tourism in the region. We have never wavered in our commitment to build one of the finest resorts in the world and have made significant concessions to do so.&#8221;</p>
<p>Noting that the Supplemental DEIS is being reviewed now by the State Department of Environmental Conservation (DEC), Gitter said he &#8220;is expecting a thorough but expedited review. We&#8217;ve made significant revisions to the plan and we believe these changes should alleviate most, if not all, of the concerns raised.&#8221;</p>
<p>Gitter, who envisioned the project as a way to return the region to the glory days of its tourism roots, added that the total build-out of the Belleayre Resort at Catskill Park will cost in excess of $400 million, 55% of which will be spent in the first two to three years. During construction, the project will generate more than 1,800 person-years of direct employment, providing over $112 million in direct salaries and wages. Once completed, the project will create the full time equivalent of more than 530 jobs; and many of the part-time employees of the Belleayre Mountain Ski Center, annually laid off at the end of each ski season, will have the opportunity to work at the resort summers. The resort will, however, have a large economic impact which should result in stable or lower taxes for residents of both Shandaken and Middletown. The resort will also be paying sales, bed and payroll taxes to state and county governments.</p>
<p>Gitter said, &#8220;We still have a ways to go, but now look forward to going before our local planning board and finalizing the review process.&#8221;</p>

<p>Towards that end, a website is under development, where we will post critical bulletins, press releases and other information about municipal services and recovery work, and also about relief services for affected homeowners and business people. It will offer contact info for people who wish to contribute money and to volunteer.</p>

As you have observed there continues to be a great effort of bringing<br />
volunteers into Margaretville to help our community get cleaned out.<br />
Volunteer coordinators have also sent help to Arkville and<br />
Fleischmanns to augment their own efforts. The volunteer coordination<br />
is being run out of The Commons downstairs center foyer.</p>
<p>You might have noticed that there is an increased presence of the<br />
National Guard in the village. Today, Sunday, the Guard will be<br />
supporting the clean up efforts with 150 state workers from Albany,<br />
under Gov. Cuomo&#8217;s specific request and he will be joining them in<br />
their efforts. We expect that he will arrive at 11am. The command<br />
center for this effort will be the Village Park. Walmart will be<br />
supporting the workcrews with food and water. The Kingston and Hudson<br />
Walmart Managers are here with their staff to donate and assist. Work<br />
will take place primarily along upper Main from the village park<br />
entrance towards the Davis farm and at the school to clear any<br />
remaining debris and insure that all potentially hazardous material is<br />
removed before the start of school on Wednesday.</p>
<p>If weather permits the Guard and volunteers will be working in<br />
Arkville. As you might know the weather forecast is not the best with<br />
heavy rains anticipated at this time arriving Monday. The boil water<br />
requirement remains in effect. Travel will continue to be limited in<br />
and around the village.</p>
<p>I am also attaching the most recent posting for flood recovery<br />
assistance for the Town of Middletown. Also as you might already know<br />
a website has been created for the Town of Middletown that is updated<br />
regularly and provides you with details of the recovery that should be<br />
useful to you.<br />

<p>This just in from Diane Galusha, Information Officer for the Town of Middletown:</p>
<p>A reduced town highway crew was at work today, Saturday, to give some<br />
members of the 17-member department a bit of a respite during a<br />
holiday weekend when increased traffic was expected anyway. They will<br />
be off on Sunday, but will work again Monday if NYS DOT and NYC DEP<br />
crews and equipment are available on the holiday to help, according to<br />
John Biruk, Middletown DPW Superintendent. Rock walls will be laid<br />
beginning Tuesday at the base of East Hubbell Hill Road and Millbrook<br />
Road, so those roads will be closed. Fill removed from the Bushkill at<br />
the Fleischmanns park will be drawn to Dry Brook to continue repairs<br />
to two major washout areas. Hubbell Inc. will return Monday to<br />
continue the relocation of Dry Brook in areas where it carved new<br />
channels. Highway workers are eagerly awaiting installation of a<br />
portable Verizon cell phone tower in the MTC parking lot on Swart<br />
Street, Margaretville. It is to have a 3-mile reach and will aid cell<br />
phone communications between the various entities in the field.</p>

<p>MARGARETVILLE , Sept. 3, 2011 – Nearly a week after Tropical Storm Irene caused severe flooding in the Village of Margaretville, a boil-water order is still in effect for Margaretville and Arkville residents and businesses.</p>
<p>Henry Friedman, Village Public Works Superintendent, and Terry Johnson, Arkville Water Superintendent, advise residents to boil water for 3 to 4 minutes to kill any organisms that may have infiltrated the system when a main beneath the Swart Street bridge broke.</p>
<p>Water samples must be tested twice, and results of the second test are expected by Wednesday, when the boil water order may be lifted.</p>
<p>A hydrant in the Binnekill parking lot also broke, creating a fountain in the midst of the flood.</p>
<p>Leak detection equipment brought in by the NYC Department of Environmental Protection did not find any other leaks in the water supply system, Friedman said.</p>
<p>In Arkville, the water system was in the process of being updated when the flood struck. Damage to work that had been done will be repaired by the NYS Department of Transportation, according to Johnson.</p>
<p>No problems have been reported with the Fleischmanns municipal water system.</p>
